As someone said, verbs like "arrange" ask for the second verb in the infinitive with to. Verbs that show feelings (like, love, hate) generally accept both forms. Most other verbs ask for the ing form. If you are in doubt, use the ing, since the majority of verbs ask for them.

I like hoodies. I have one from IOWA which is gigantic, it came from a guy that is 6'7" tall. I'm 5'10". It's really hot so I seldom use it.
