In the first sentence you used ''simple past'' because you were using time notion (yesterday). In the second one you used past participle because you didn't use any notion of time.

ah ok, actually when I wrote "....." I meant the rest of the former sentence, so it should read as "I've sent you a small package by mail yesterday" too.
But from what you said, I understand that the difference is when the time is specific you use simple past and when the time isn't you use past participle, right?

You also use "have" when describing an action that isn't finished yet:
"I've been writing my new book for about two years now".

You should take into account whether an action is already finished or not as well.
An example:
I lost my keys. (It means you lost your keys but now u have them again. You found them. It´s finished.)
I´ve lost my keys (You are still looking for them. The action of "being lost" is still happening at this very moment. It´s not finished.)

I think there's no need to pay too much attention to grammar details like these.
I have a feeling that most Americans don't know the rules very well. I never saw someone saying I've lost my keys, for example.
In Brazilian schools we learn a lot of useless stuff.
